"Upload Pictures" link in albums is gone?

When I'm in an album the usual "Upload Pictures" link is gone. I tried deleting some images supposing I had reached some limit but no joy.

What are possible reasons for this not being available?

I had refreshed, tried different browsers, etc but with no luck. Now, mysteriously, the link is back.

Interestingly, I had done a search on "upload" on the page and got a hit, but it was not visible on the page. Very odd.
