Volvo MD2040 Filler Neck Problem

Hello, I am looking for advice for an engine problem with my Volvo MD 2040.


The filler neck including the cap on top of the heat exchanger came loose and finally broke apart. We tried to fix it again with Steelbond epoxy but it did not last very long.
So I cleaned everything carefully and was wondering how heat exchanger casing and brass filler neck could be soldered /welded / fixed for rigid and tight connection.
Any good advice would be much appreciated.
