What about having a machine shop (or any backyard welder) make up a tongue extension for you.

That way, you could park at the top of the ramp (flat), add the extension, and then back down with the truck. I woudl feel a lot more secure having the weight and breaks of the truck keeping the boat safe, as you back it down.
