2001 43' flybridge - toilet pump runs constantly

When I turn on my toilet pump from the panel, it runs constantly, bubbling coming from starboard midship discharge hole. Should it build up pressure and then stop ?


Also, when I'm out blue and want to discharge sewage, do I just turn on holding tank pump, or it there an on/off valve somewhere that I have to open ? If so, where might that be ?
