Importing a power boat into the US

I have a US flagged Leopard 474 Power Cat which has been in charter in the BVI since it was built. I would like to know what "non-emissions regulated" means when applied to marine engines? Does it mean OK to import into the US, or not OK. It sounds like this engine is so small it is not regulated so its OK to import. Navigating the internet and the EPA for this information is a nightmare.
