Uneven fuel distribution on Trader 39

I have a Marine Trader 39 Trawler Yacht. It would appear that fuel is not getting from the Starboard Tank at the same rate as the Portside tank. This causes quite a significant list to Starboard. When both tanks are full this is not the case. The boat sits quite squarely in the water. Each tank has it's own stop cock which I have checked are both open. My conclusion to this is that most probably the Starboard tank has sludge or some other build up in it. My question is has anybody experienced this on their yachts & is there a known product that might clear this blockage without the expense of emptying the tank. Thank you

Suggest you check fuel return.
Suspect maybe only returns to one tank ???????

If there is a crossover, close it. You balance the fuel in your tanks through fuel management.
