ASA 103-104 classes.

I live in Kansas City. Pretty much the middle of the US.

I have my ASA 100,101 and want to take my 103-104. Lake of the Ozarks had a yacht club that offered the class but after online inquiries and emailing and finally calling I found out they no longer offer them. Looks like I will have to travel to get the classes.

Where is a good place for me to get the training I need at a fair price?

I think you'll find pricing is very similar for 103/104 regardless of where you go. What I did for my 114 was choose where I wanted to sail, checked the flight prices, checked availability of the course and selected where and when.

Take a look on the ASA web site. There are loads of ASA schools in Texas...not so far away from you.
