Marshall Islands crew/captain licensing requirements for private yachts

Hi!

Was trying to find what the Marshall islands law says about
licensing for owners/captains of private yachts registered under Marshall flag.

Does any one know if there is any requirement at all for captains licence
for simple cruising in a yacht under 24m/80ft?

I know they are part of SCTW convention, but could not find any information
about non-commercial licensing requirements.

in case the flag state does not require captains license for a private vessel,
does it mean I can sail legally in international waters without such license?

International waters, yes you can.. other countries waters will come down to that country's individual legislation.
UK/Ireland for example is fine as there is no licence requirement however in Portugal you may find yourself being prevented leaving port without getting a licence or hiring a skipper to take your boat back out.
This has happened in Portimao when an Irish flagged Catalac came in and was subjected to the above restriction.
They had gotten away with it all the way down France, N Spain and W Portugal but all it takes is one HM to do things by the book to ruin your day.
