Can't really see much other than the guys hand turning that fitting from the videos. Probably not because of the close tolerances but could it be a shaft zinc that has come loose??

Haul the boat, clean the bottom, new bottom paint, take the prop off, and disassemble whatever it is that you have a question about. discover how it is supposed to work, and repack if it is a packing gland.
Maybe ask the boat yard or the previous owner.

All very confusing, have never seen packing on the outside of a boat, and where is the cutlass bearing, on a strut ?, how do you adjust the packing if it's on the outside, haulout,dive ?, something not right here.

can't tell the metal it's made of but it appears to be a collar zink that is loose. It is very commom to have one placed between font of propeller and shaft tube. especially when a cone shaped zinc prop nut is not used or won't fit without hitting rudder.

It looks like you have a grease filled sterntube because in a previous thread (2018?) when your inboard shaft seal came off completely no water entered via the naked stern tube. Surely there’s a facility where you can haul out and fix both the bottom paint issues and the sterntube nut, are you still in NZ waters. ?
