New shaft

Does anyone know if I can pull the propeller shaft out past the rudder ? It is a 1976 O'Day 32 cc. Or, do I have to remove the engine and pull it inside ?

Usually people remove the rudder rather than the engine for the boats that the shaft does not clear. So you dig a hole in the ground for it.

Better built boats have a hole in the rudder to pass the shaft thru.

Huh..?
Often shaft will just clear one side of the rudder. Not sure of your situation - if not, drop the rudder and inspect the rudder post.
It really has nothing to do with "better built boats". I've seen this in Hinkley and Morris built boats.
