Rudder sitting low... adjustment at rudder quadrant?

I lifted out my boat today (Beneteau Oceanis 36ft) and noticed that the gap between the rudder and the hull is much bigger than usually and i can actually see the rudder shaft in between. The whole rudder is about 1cm lower than usually. I think the pictures say it all:

Pic 1: Rudder as it looks now
Pic 2: Rudder while my buddy pushes it up by hand (thats the way it used to look)
Pic 3: Rudder Quadrant as it looks now from inside
Pic 4: Rudder Quadrant while the rudder is pushed up by hand.

Am i correct that this is and should be corrected by loosening the two screws that squeeze the rudder quadrant tightly so to block it on the shaft, raising the rudder and then retighten the screws?

When I replace my rudders, I use a floor jack between the rudder and the ground to push it up tight into the rudder block, then attach and tighten the retention hardware. That method works great for me.

Thinking about it again...
Shouldnt there be a Bolt in that hole on the pictures, preventing the rudder from falling down/off??

Ok even if i talk mostly with myself, the forum is useful!
Just crawled in there again and look what i found:

So i will put it back tomorrow (with two new splints) and then hopefully the rudder will be in its correct position.
I don't know if i need to move the steering quadrant as it might have moved because it direcrly held the weight of the rudder... but i dont think so
