So I figured I would just take to a machine shop to get turned down. But first I got out my good caliper and determined the problem appeared to be that the outside diameter of the gland was correct. But they left a small lip on the edge that was about 0.2mm too much. So I filed it off and the gland fully inserts now!

Dang casting error, I'm surprised their QC didn't catch it.

Well turns out there is another problem with the gland. The stud holes aren't centered and that caused it to bind about half way in, see photo. Probably wouldnt have mattered, but it is unacceptable. So I had to drill and file the holes till it stopped binding. I currently an not a fan of Buck Algonquin!
