BD35 error 1

Our BD35 gives error code 1. Low Voltage.
However, voltage measured at circuit board contacts remains at steady 13.4V. No voltage drop. Fan works when directly connected to 12V drawing about 0.2A. Thermostat contacts bridged to take it out of the equation.
Anything else I can try?
