Below waterlin e fitting in fresh water tank

I'm finishing up my Ozefridge installation and and working on plumbing the fresh-water cooling system.

My understanding is I need to install a 10mm hose barb on the side of my water tank">fresh water tank as close to the bottom of the tank as possible. The fresh water tank is a vetus, green plastic, 80 gallon tank.

All the tank fittings now are on the top so above the water line. Is there a safe way to install a hose barb below the line?

I found a couple of old threads that recommend uniseal. That product looks interesting, but if I use it, I don't know how to get a hose barb attached to the uniseal.

My questions are:
-Is there a safe/reliable way to add a 10mm hose barb below the waterline in my tank?
-Can you point me to the kind of hardware I should be using for the fitting.

Here's a kit for adding hose barbs to plastic tanks. It's a common task.
