Black Water Holding tanks on old boats

We have a 1976 Cape North Sloop (Ted brewer) and this boat has no holding tanks that I am aware of.....both heads go straight out through a sea cock.
I read somewhere that boats older than 1980 aren't required to have holding tanks of this nature.....any one have any thoughts or facts on this one..?
In the Marina, we do not use them for no. 2s as you cannot discharge nor would you...

I'm not sure about Australian regs but around here (California) you'd have to have holding tank(s)

There is nothing in the QLD regulations that exempt discharge requirements based on vessel age.
