I use that term loosely but more accurately a motor speed controller or pulse switching module. This allows your system to be run in a "HIGH" or "LOW" mode. The soft starting capabilities allow you to start a larger watermaker on a smaller power load without overloading circuits or a generator. Coupled with a mag drive feed pump these motors are practically bullet proof and do not rely on the line protection device to trip before over amping the motor. In the rare case the feed pump locks up the motor and system are protected. The Catalina has had a lot of improvementrs made over the years and it's a bit tough for me to know exactly what you have. You are welcome to take a pic inside the feed pump module and send it to me, that would help a lot in suggesting anything.

Not at the boat now, but pretty certain there is no speed control circuit in the feed pump module, but will check when I return in a few weeks. The feed pump and module are still original from 2004.
