The rudder gland has been leaking for a long time.By the look of it hasn't been serviced since the boat was made.Clean it up with a wire brush then adjust them by loosening small locknut and screwing down.Plenty of YouTube videos to show you how.You can screw them down to stop the leak, if to tight your rudder won't turn

Another vote for the toilet wax idea. Works great, no worries about removal or subsequent problems.
