I'm like you, my first thought was those O rings, but the OP's last paragraph stated, "Water is not getting into the deck fittings as the O rings are all in good shape." Presumably, he checked them before writing that.

My port water tank vents into the galley sink.. the stbd is 18inches higher over a shelf.. the port spouts water before the stbd.. just have to keep a close watch when filling..

I've seen fuel tank vents run up the inside of the mast 2-3m, albeit this was on Volvo boats of the '80's. And they Still got salt water in their diesel!
