Total newbie question here

I was ripping out the toilet and holding tank off my boat today, and I pulled tubing off a seacock and blue liquid poured out, from the seacock it ran up behind the toilet and out through the coaming to a vent-thing. Pardon my ignorance of plumbing, but could someone fill me in on what this magical blue liquid is that I got all over my hands?

The third part of the first sentence, I'm describing the tube path, not the liquid. Just to clarify.
