It resets when power is off and starts timing when power is on.

Here is one, I like that it is adjustable, from 1 to 30 min.

We have the same two parallel pump set up with two Par 4 40psi pumps in the spares locker along with rebuild kits.

Reckon it would work but propably no warranty anymore. It's installed in series so it's just the small internal resistance making the voltage drop seen by the device.

It's just a bog standard industrial relay. I just looked in the RS catalogue. They have 1,007 different timer relays. For 24v and with an interval timer the following linked product looks like it will do the job :

RE22R2HMR | Interval Delay Single Time Delay Relay, Screw | Schneider Electric

Some off-delay timers will be OK. A bit confusing as the terminology for relays is inconsistent between manufacturers. You need to look at the timing chart. McMaster Carr will have a ton of suitable components I expect. You may need a contactor as well if your pump is big.
