Can someone help identify this?

Hi. I am restoring an older 1988 wellcraft 20 cc. This black nylon fitting is located in the gunwale port side aft. It's about 5-6 inches long. It looks like a mounting pad for something?? Anyone know?

It looks like a mount for a downrigger to me.

Penn downrigger base. I had a pair of these on my fishing boat.
