Make it yourself or find someone other than the marina to make it. Easy project. Sure you can make it from fiberglass, make a plug from wood and hand lay up lightweight fabric and epoxy over it. Or you could make a cover from wood or metal. If it were me I would use thin plywood with epoxy at the seams. Could be done in an evening and then paint the next day.
