Furling sail with stiff plastic inserts at corners?!?

So the boat is finally coming together and all the rigging and deck hardware is almost set.

So my wife and I pulled out our almost new, came with the boat, Yankee and ran it up the furler...so pretty and everything works perfectly.

So my wife and I pulled out our never used, came with the boat, brand new inner staysail, ran it up the furler and...

WHAT THE F#@K?!?!?!?

It can't be tightly furled! It almost can't be furled AT ALL because there's a big chunk of stiff plastic reinforcing inside and around the Tac, Clew, and Head. Looks awful and would be a disaster in a storm at sea.

Can someone PLEASE explain to me what this is about? This is a full sized inner jib for our cutter rigged TY37.

Best bet would be to call the sailmaker and ask them. Pictures might also help.
