Gelcoat question

Hello,
I just sold my old boat and currently looking for a replacement.
I have one that suits me very well - a good cruiser/racer, Fast 42.
Everything looks ok, except one flaw that scares me a lot. The whole deck is covered in discolored places, which viewed in detail look like many tiny cracks in the gelcoat. Some parts of the deck are covered with anti-skid paint and those areas look perfectly well, but the exposed gelcoat is not.
Here are some photos of the areas. Could someone tell me what is this, will it be OK if I simply paint the whole deck with two component paint or this is something major and will require stripping the gelcoat?
