Mistery items - please identify?

Hi yall,

On our new to us boat (Beneteau 323) we found some items that I can't identify and determine their use. Can you help?

Item 1: These 'belts' contain a metal U-hook, a flat-braded fabric belt, and a piece of thin rope. I found about 6 of them.. any idea what these are used for?





Item 2: This is a piece of what appears appears to be a polypropylene line with perhaps an eye splice on each end (not sure if it's actually a splice as it is under the thin line thats wrapped around it. It's about a foot long.
