Profurler help needed

On my Profurl jib roller the location of where the head of the sail and tack of the sail attach are 180 opposite of each other, causing some serious binding when trying to raise the foresail. Is there a way to rotate the bottom (silver) potion of the halyard swivel so that it aligns with the luff groove? I don’t see any set screws and it appears that there is a molded bushing in the lower portion of the halyard swivel that won’t allow it to rotate even if there were. The furling system was installed by a previous owner so possibly was it built wrong? Any help would be appreciated.

That tack fitting should have a set screw and be able to rotate. It's an unfortunate design aspect of those models that were economy versions mostly from OEM boatbuilders.
