Purging Backstay Tensioner

I have hydra II backstay tensioner. It was leaking so I replaced damaged o-rings. Namely the one on the cylinder. Inspected all other ones and put the unit back together. Somehow its not holding pressure or tensioning the back stay. When I pump it its not pulling the rod in. Are there any instructions on how to purge it or properly fill with oil so that it works.

I ended up taking it to a hydraulics shop, I had inadvertently lost a little ball on the release valve. That was causing it to no build pressure.
