Regarding sealants, that situation is better served by using a polysulfide rather than a polyurethane.
If easy future removal/inspection/replacement is wanted, then simply packing the void with "Dolphinite" is a good way to go.
In any case clean surfaces seal better.

What are common polysulfides? All the sealants I'm familiar with seem to be polyurethane
