Securing genoa track to toe rail cap

My genoa track lifted and bent under the car/block. The track is mounted on the cap of the toe rail on a young sun 1984 Taiwanese boat. When I removed what I thought would be a wood screw/lag bolt it was a long bolt with no apparent nut attached. They are sunk into the high toe rail and no way to secure with a backing plate or through bolt. Basically I got a knife underneath and they lifted right up. So they were not screwed in and the wood rotted which is what my first assumption was. Almost seemed like they were just cocked in??
So my question is how unusual is this and how do I resecure?

Is it possible that the original owner installed this track?

I wouldn't want a forelead track installed on a toe rail cap, regardless.

Consider this an opportunity to install the track properly.

Thanks for the reply. All of these boats and most with similar designs have the track mounted to the cap, so I assume this is the original construction.
