very confused

saw this in boatyard today and wondering what you call this set up looks like a self tacking boom for jib sail?

Could just be a pole, for poling out the jib on a run, or setting a spinnaker.

dont think so it mounts to deck and is tensioned from front and rear at top of mast the forestay doesnt have any furler on it and sits too close to the front of it to mountt a sail
