The quick answer: check out horseshoe pads.

I needed a strong 3 degree wedge to mount a swing bracket for a GPS unit. I found that tough plastic horseshoe pads are made in a range of narrow angles, including 3 degrees. They tent to be roughly in the 6"x6" range and are available in rectangular or oval shapes. Check them out. They might be just what you need!
