Hydraulic steering problem

I have recently bought a Bayliner VR6 o/b for river cruising use (mainly) and have a problem with the hydraulic steering - the lock to lock is 7.5 turns, which makes comfortable steering very difficult as the boat is easily affected by side winds. I think it ought to be possible either to increase the size of the pump or reduce the internal volume of the actuator but the supplier seeks to avoid either. Is 7.5 turns considered reasonable? Any simple suggestions as to how to reduce it to around 4???
