Mystery tiller hardware. Help identify

Hello.
I'm new to sailing, bought a 16' 1968 Marauder made if France, a swingkeel boat w/ cabin, which I can't find any info on.

On the bottom of the tiller there is this 1" long plastic tube with a notch. I assume it's for holding a line, but I'm not sure how to use it with a line. Do I wrap the rope around the tiller handle once and then through the tube or what?
There is also a vertical hole in the tiller the size of a pin but I have no matching hardware and don't know what it's use is.

If anyone could explain these features I would be grateful.

I have attached a picture of the underside of the tiller.

One more question. There is space on the starboard of the transom for a motor. When motoring do I turn the motor tiller or the wooden one?

You can use both engine and tiller for really tight maneuvers. Or just fix the motor and use tiller.
My guess. The tube may be part of a tiller extension. The holes and pins most likely are for a auto helm.

If I had to guess, it is a cleat for a line that holds the "kick-up" rudder in the down position when sailing. When beaching you release the line and the rudder kicks up. You pull the line through the tube and cleat it in the V-shaped groove.

Photo of the rest of the rudder?

Ahh! Yes, the cleat is for the "kick up" line. Thank you. I was just letting it lay in cockpit before. Thanks for that. Mystery solved.
