RIB davit pad reattachment

I'm reattaching two Weaver Davit pads on a Hypalon RIB.
I think I understand the process of removing and regluing but as can be seen in the attached pics they were originally placed partially over the factory handle pads. It makes some sense to do that as the davit pads need to go where they were placed however it probably reduces to amount of bond and results in what I am dealing with now.
My question is; should I remove the handles and reattach at a different place or put the davit pads back in the original position. They were in this "overlap" spot for a number of years. Am I going to create more problems by removing the handles?
