Bronze Seatiger 555 clone with patch

I saw this bronze windlass for sale that looks like a Seatiger 555, but obviously isn't. I've seen another one of these here on Cruisersforum (https://www.cruisersforum.com/forums...one-44046.html).

One weird thing about it though is there appears to be a painted area and possibly some sort of repair underneath it, which is pretty odd. It appears to function well although I have not opened up the bottom yet.

I'm going to take a closer look from the seller, and remove the bottom cover to get a look inside, but I'm curious to what you all might think be going on here. The area felt very solid, possibly an epoxy repair of some sort, or maybe a weld. Can't really imagine why though....
