Wait a minute, OP! Didn't you agree that the barnies spent a period free floating before becoming attached to their permanent home? Doesn't much matter if it is days, weeks or months, for if it is true, your neighbor's boat is not gonna be the source of barnies that attach to your boat. The larvae from his boat have drifted away to attach somewhere else.

To me, this reduces your passionate argument to a matter of aesthetics... you don't like the look of the boats with foul bottoms. Perhaps that is a valid concern, but I think it unseemly to couch your objection with pseudo science and claim harm from the neighbor's slothfulness.
