Here on the Jurassic coast off Southern England we are still using the predecessor to those advanced designs which, apart from the absence of a hole, are virtually indistinguishable from many subsequent developments. What we find to be the real problem and probably the main cause of alarms on the gps anchor watch, is the fraying and subsequent failure of the jute rode. It has been said that eight ply grass weave may be less prone to abrasion but that solution brings with it the curse of the voracious polyestermite.
Any ideas?

You know, assuming the Egyptians mostly sailed on the lower Nile, in the Nile Delta, and short distances in the Med around the Nile Delta, that flat plate anchor might have held pretty well.
The river, delta and sea bottom would have been very soft mud there. In very soft mud, flukes don’t really add much resistance to pullout. The heavy, stone flat plate would sink into the mud pretty well, and then suction forces on the underside would develop quite a bit of resistance to being dragged.
As long as it wasn’t me deploying that rock (my back hurts just thinking about it), I suspect it might have worked well.

I doubt that this is an anchor at all. It looks like a re-cycled piece of masonry with a hole drilled in it, and these are commonly used even today as counterweights for water-sweeps or Shadoofs, and the ancients also used them beside waterways as cargo unloading pivoting derricks for animals and goods to be hoisted and carried ashore from watercraft. Some of these ancient Hiabs equivalents were apparently quite substantial and required a lot of weights and a lot of men to pull them down.

We need a specialist to read the hieroglyphs, but may be these are ground holding spells. If such is the case, gods will ensure it never slips.

Keep looking, you might find the other fluke of this original Adjustable Fortress. The instructions indicate that the hole is the setting for sand and to use the reverse side for mud.

Due to the fact that the hieroglyphs translate to mean, "in the hands of the lady of the house of books," I'd suggest that it was an anchor that was in the testing laboratory, where it's holding results would be recorded in the appropriate scroll.
