Dropping a Block and Living Off a Buoy

So what do I need to know about making and dropping a block and making a buoy.

I plan to do this in the Victoria BC area, what are the regulations surrounding this?

How do I know where and where I cannot anchor permanently?

Some places are a tad touchy about such things. Setting permanent mooring buoys may be one of them.

Victoria's Harbour Authority: Greater Victoria Harbour Authority

Check with them first.

Even anchoring...

Isn't allowed most places in the harbor.
You might look at Cadboro Bay, just around the corner (to the East).
