In Miami south beach, you can anchor south of Belle Island. Dink up the canal and there's a dock for Publix, which is right across the street. You can also walk to many South Beach attractions. Maybe their attitude has changed. We anchored in Lk Sylvia once and within an hour a Police patrol boat was harassing us. I convinced them we were only overnighting one night and moving on, it was late afternoon and we hadn't been able to find a place to anchor.

As Cheechako mentioned, No Name Harbor at Key Biscayne is a good site. It has good holding in mud and protection for conditions at least up to a gale. Anchoring is available either just outside the Harbor (for which a short dinghy ride can be taken in) or in the Harbor itself. On weekends, No Name Harbor will fill up with boats of all kinds and become a Latin festival.
