Keefe windlass operation

My 30 year old Keefe windlass has two rubber cones when viewed from aft. The right one when depressed turns on the windlass to lift anchor. The left looks like it should rotate but seems siezed. There are numbers 1 to 3 on the rubber cone ,but I've never been able to rotate the cone. After 11 years I,m now curious as to what is the function? Of course there was no operating manual when the boat was purchased.
