Locking a rudder with hydraulic steering

How does one lock a rudder in position that uses hydraulic steering, or isn't this an issue?

It depends on the steering system. If the helm pump has check valves so that the rudder doesn't back-drive the wheel, then it's already locked whenever there's nothing moving the rudder. Basically when the autopilot pump isn't moving the rudder and you're not turning the wheel, the rudder will just stay in its last position.
