Docks in the midwest are covered with them, and they are actually pretty to look at. Our club makes them for our own docks out of old spinnakers and PVC.

You would only need the flags mounted to your stays, mast, mast head, wherever.

I’ve heard that birds are deterred by LED lights. A solar-powered light string might work, or leaving your anchor light on.
