Check that there is not a thermal overload then resets when the power is removed by the overload thus starts up again

I had a similar problem with a Ali frame windlass and it turned out to be the breaker which was faulty. I replaced it and the problem went away

Windlass worm gearing becomes incredibly less efficient if the lube is not exactly the correct type, in good condition, clean and to the right level. This translates to reduced pull and increased current draw.

Sounds like cleaning out the brush dust has solved your immediate issue - but I pulled the Tigre’s manual, and you don’t have to drain the windlass gearbox to pull the motor; there’s a seal where the motor shaft goes in. This has to be one of the most maintenance friendly windlasses ever - pull the cover, undo 3 nuts plus electrical connectors, pull the motor.
I’d wait till I was docked in Campbell River, and carry it to Penner Automotive and Marine - zero relationship, just a very capable starter & motor shop. Will tell you in minutes if there’s an issue.

YES, worm gearing already starts out at low efficiency, an oil rated for Hypoid gears is a must.
