Its not a problem until the proverbial hits the fan - a bit like computer hackers.
Chinese fishing boats are doing this as well as just turning AIS off and eventually some country or president will get tired of the cheating and poaching and boats will get sunk. check out the online info re illegal fishing at the galapagos islands
And while we read about Chinese fishers breaking the rules I am sure they are not the only ones as some of the old rust buckets fishing illegally for Patagonian toothfish down by the Antarctic are rule breakers as well
