I'm happy to report back that the Bad Elf Flex Mini does, in fact, work with the current version of MacOS (Sonoma 14.2.1) and that I was able to connect to it via Bluetooth simultaneously from my MacBook Pro and my iPad. OpenCPN found it immediately on the MacBook without needing to mess around with drivers and whatnot.

I would have been happier yet if a) it didn't cost nearly $500, and b) if I hadn't wasted money and countless hours trying to make a cheaper Globalsat BU353S4 work first. You know what they say, "buy it nice or buy it twice."
