Cel Nav Venus -v correction question

The v corrections are considered positive except sometimes for Venus. How exactly do we know when to apply a negative value to v, is it the same as with d, when the declination is declining?

Might it instead be the -v at the bottom of the Venus column?

Just wondering as I've been sighting Venus lately, it would be nice to figure it more accurately.

Hope I worded that explicitly enough. TIA.

Okay, I think I figured it out, please correct me if I'm wrong.
It's the -v at the bottom of the Venus column.
What confused me was that in some years it's almost always negative, other years not but the references say 'sometimes v is a negative', implying that a negative value is unusual. That's how I had interpreted it anyhow.

Venus is a special case because it has detectable phases. Just like when you shoot sun or moon and must specify Upper or Lower Limb, Venus' phase must be accounted for. Without delving into the old Bowditch to be absolutely sure, I believe that this is what the V or -V correction is for.
