Do the rocks at Martin Ledge uncover at low tide?

The wikipedia article for Martin Ledge (https://en.wikipedia.org/wiki/Martin_Ledge) says that is "barely sticks out of the water". However, the chart for the area does not indicate that it uncovers at all.

Is this ledge a hazard to small boats or is the wikipedia article just wrong?
