ENC viewer using web server

Dear community,

First, I apologyze if this tread is not in the right place.
I need to ask about ENC web server: I was looking the SevenCS WMS & the TMS server. First is expensive and the second, I dont know. Do you know some piece of software that can do this job, in order to provide web access to ENCs, only to view over a layer (and put more info in other layers etc). I hope to find some alternative or solution.
