GPS Tracking any thoughts

Hi guys, great forums and lots of great discussions on here.

My question is this;
We had our sailing cat break from her mooring last month and took us a day to find it, luckily for us. We have a security camera on board with a sim card but when contacting Telstra they informed us they could not get GPS or positions from the Sim Card.
We are looking for a GPS tracker that will send us a notification if this ever happened again and as soon as it is a few meters out of the mooring zone and for us to see exactly where it is at all times. We have seen some online like https://mongoose.com.au/products/gps-tracking.html which seems great and wondering if anyone else has this or this type and if they are worth it or is there something better.

Garmin inReach will do this for you anywhere in the world, plus it is a great device to have for it's intended purpose as well.

LoJack or other tracker used in construction industry. Pings and tells you when vehicle moves out of its "fenced pen" That way you know when it is operating at its current work site, when it is on its way to your next job, when it is being stolen, taken for joy ride or used on moonlight job by one of your employees!
