Offline 3D Globe Diary app?

Hi,

we used to have Encarta World Atlas as a nice to use Globe Software with a lot of local information on it on our PC.

Now I am looking for something similar, perhaps even with the option to add your own photos and text as a diary.
What we would like though is something similar to Google earth but want it to run completly OFFLINE without crappy adverts or subscriptions.

Sit in front of the computer, turn the globe to the area and zoom in & click on your old adventures ;-)

Can be Android or Windows.

Anyone around found something similar? On Google Play there are tons of these but most are pretty crap and more like a game or only available online.
